Observing Members of the World Halal Food Council (WHFC) are organizations that are considered candidates for Full Membership, pending the finalization and enforcement of the official WHFC Standard.
This preliminary status allows interested HCBs to become registered parties aligned with the WHFC, granting them formal recognition while the Full Membership process is being prepared.
Although Observing Members are not yet Full Members, this designation grants them a provisional status and reflects their commitment to the WHFC’s principles. Full Membership may be obtained once the Observing Membership Registration is completed and the required documentation is submitted after the official standard launch.

Observing Membership is open to a wide range of stakeholders, including Halal Certification Bodies, accreditation bodies, consultancy agencies, quality and food safety certification bodies, government authorities, and other relevant entities working within or alongside the Halal ecosystem.
